The torque converter clutch (TCC) lockup solenoid locks the torque converter members together providing a 1 to 1 lockup. It’s action on a 4l60e or 700r4 feels like another shift usually immediately after overdrive. Lockup will only happen when in operating temperatures, at specified speeds, and at a light cruise. When under acceleration, deceleration, or braking the torque converter clutch will disengage. While this operation potentially improves ecconomy, it also dramatically decreases transmission temperatures. This is why proper TCC lockup solenoid operation is critical. You can test resistance values during a rebuild, but imagine the sinking feeling when there is no lockup after a build. We strongly suggest replacing any solenoids with high miles.
